Injuries with an upward trend account for the third cause of death, in Iran, which indicates that improper lifestyle had led to more noncommunicable diseases. Failure to collaborate intersectorally and feeble public participation made it necessary to apply community based approches toward injury prevention and health promotion. The current study integrated concepts of safety promotion and health promotion in the form of a framework, then employed it in East Azarbaijan province, Iran.
